CHECK DATA RESTRICTION-36

Purchased a Tracfone a few weeks ago and when trying to use it for the web I got a message
CHECK DATA RESTRICTION-36.
Spent some time with technician, but he was unable to rectify the problem so sent me a new LG500. What do you know, the new phone worked the same and had the same message. Called Tracfone again and spent some time while he worked on the problem No luck fixing. So then he said he would hand it over to another department and would be 24 to 48 hrs. to fix.
I see on the internet several people were having the same problem. What is causing the problem. Fellow didn't seem to have an answer for me. Do you have an explanation?

I don't know. Searching the forums on other sites, a suggestion was made that the restriction is for using the browser outside the local zip where you registered your phone. However, I know that's inaccurate because we still have a Tracfone with a NC area code, and we can use the data services fine in NC, VA, NJ etc.
Perhaps someone else reading this can add more info. Sorry I can't be of more help.
