White bicycles are memorials not art

The white bicycle you saw wasn't art, it is how cyclists create memorials for other cyclists that have died, usually at the site of the memorial. They paint the departed's bike white as a symbolic gesture.

Thank you for telling us. It makes the scene I took the photos of so much more moving. In a way, they're still art, but, clearly, not just art. I realized I didn't have the actual photos on the main review anymore, so I've added them here.
