I was wondering if a weather app could be installed without charging minutes?

Hi,
Any app that accesses the internet will cost airtime at the rate of 0.5 unit per minute of internet usage. The home page on the mobile web browsers on Tracfone/Net10 phones includes a link to check the weather but it does cost airtime to do so.
