When I call the international calling number to call mexico, it says I don't have enough funds.

Hi Bernard,
Make sure you use the (free) Basic International calling access number which is 1-800-706-3839. As long as you have minutes on your Tracfone, it should work
I'm guessing that what happened here was that you used the Global International Access number which requires the Global International Calling card. This is not necessary required for calling Mexico.
