Is AT&T stopping me?

I dial int. call no. 1-800-706-3839 - dial 011 + country +city+ number and operator says "You cannot call this number from your phone - please call 611 (which is AT&T). They think I have a AT&T cell phone? I try and explain but they give me their cell phone dept. and then one will say to call your Tracfone Co. - something is wrong. - I submitted this question to Tracfone but have not received a response.

Called London and worked fine for me

I just called the National Gallery in London on a Tracfone, and it worked fine for me. So in this case I dialed the access number:

1-800-706-3839 then I dialed

011

and then the number for the National Gallery:

+44 20 7747 2885 ‎

The call went through, and, as it was after hours, I got the museum's answering machine.

I can think of two possibilities why it may not have worked for you.

1. Your country is not on the supported list:

http://www.tracfoneild.com/?AID=ILDHPB

or

2. You are putting in an extra number such as a zero which is not required when dialing internationally.
